EMR Experts Discuss Utility Restructuring, Performance Contracting at NASA 2000 Environment Conference

EMR was among the organizations going "green" at the National Aeronautics and Space Administration (NASA) 2000 Environmental Conference. The conference, held at NASA Ames Research Center in Moffett Field, California on February 28 - March 2, 2000, attracted NASA employees and contractor professionals with environmental management, energy conservation, facilities design, operations and maintenance, and procurement responsibilities.

EMR President Naresh Khosla spoke on the subject of utility restructuring, focusing on the results of EMR's utility deregulation studies for NASA Centers and general trends in the industry derived from EMR's experience supporting the General Services Administration's Energy Center of Expertise. Mr. Khosla provided practical steps for NASA energy managers to follow to take advantage of electric utility deregulation while addressing hot issues such as power reliability and quality, value-added services, and cost-effectiveness.

EMR Senior Engineer Ed St. Germain spoke on the subject of performance based contracting for environmental services. The talk stressed the lessons learned from EMR's work developing the NASA guide performance work statement for Center Operations Support Services (COSS), and how NASA is expanding the scope of this performance contracting document to include environmental management support services. The revised guide performance work statement describes the actions NASA facility managers must take to ensure compliance with environmental statutes, regulations, and NASA policy guidance.

"EMR has provided comprehensive services to NASA in two very important areas of facilities management: developing performance-based Center operations support service contracts and planning for electricity deregulation," said Rick Wickman, NASA Environmental Engineer. "We invited Naresh Khosla and Ed St. Germain to share their expertise and lessons learned in these areas at our biennial NASA Environmental Conference. EMR's presentations were on the mark and enthusiastically received by NASA's environmental and energy management community."

The conference also featured speakers from NASA, Department of Energy, Environmental Protection Agency, Department of the Navy, and General Services Administration. Among the wide range of topics addressed were green building/sustainable design and construction, sustainable design, water conservation, energy savings performance and utility energy efficiency service contracts, and affirmative procurement.
