Competitive Electricity Powers New York with the Help of EMR

With the help of EMR, the U.S. General Services Administration (GSA) recently solicited and awarded a power procurement contract to purchase electricity for Federal facilities in the New York City metropolitan area.

ConEdison Solutions, a subsidiary of Consolidated Edison, Inc., will provide electric power for 107 accounts, bringing power to Federal facilities in the New York City metropolitan area. The agencies and organizations that will purchase their electricity from ConEdison Solutions include GSA, U.S. Postal Service, U.S. Coast Guard, United Nations, Department of Veterans Affairs, Social Security Administration, Department of the Interior, Federal Bureau of Prisons, American Red Cross, Cooper Hewitt Museum, and Smithsonian Institute. The contract could potentially save the government over $1 million over the next year.

The competitive power contract is the third award made by the GSA's Northeast and Caribbean Region as it works to involve government facilities in the deregulated electric utility marketplace. EMR has helped GSA every step of the way as it prepared both the RFP and data attachments for each solicitation.

EMR compiled, analyzed, and presented data on over 500 electric accounts to provide bidders with accurate and thorough information on which to base their bids. EMR organized data for a 12-month period and calculated both monthly and average load factors for each account. Accounts were then ranked according to load factor, and bidders were given the option to bid on high-load accounts, medium-load accounts, or low-load accounts, or a combination from among these groups.

EMR also helped GSA, in the span of one day, evaluate the bids and request and analyze best and final offers from the bidders. With EMR's analysis, GSA was able to make the award decision by the end of the day, a turnaround appreciated by both the government and the bidders involved.

According to Brian Magden, GSA Regional Energy Coordinator, "EMR's assistance in analyzing the accounting, and consumption data plus reviewing ConEdison Solution's retail operating plan enabled GSA to award its power procurement contract in record time."
