EMR Helping Rebuild American Embassy in Afghanistan

Firm will provide commissioning and reliability centered maintenance support on project in war-torn country


ARLINGTON, Va. - Enviro-Management & Research, Inc. (EMR) has been selected to provide commissioning authority services and reliability centered maintenance (RCM) support to the U.S. Department of State, Overseas Buildings Operations (DOS/OBO) as it rebuilds the U.S. Embassy in Kabul, Afghanistan.

The project was awarded as a subcontract by prime contractor Brown & Root Services (BRS). The complex includes a variety of building types, including office, staff quarters and apartments, utilities (including generators, water treatment, central heating and cooling, and waste treatment) and the site perimeter and compound security system.

EMR will provide commissioning services in the design, construction, acceptance, and post-acceptance phases of the construction project. Systems to be commissioned by EMR include: security door and key hardware; sectional operating doors; elevators; HVAC/plumbing systems and control systems; building management systems controls; plumbing hot and cold water systems; valves and fixtures; lighting control systems (indoor and outdoor); electrical generating systems and paralleling equipment; electrical switchgear, grounds and medium voltage circuit protection; electrical standby equipment; automatic transfer switches; electrical connection testing; lightning protection system; fire alarm system operation; ground fault protection systems; elevator operator maintenance; air filtration systems; cleaning equipment; lubrication records for all moving parts; non-automatic instrumentation; refrigeration systems; chilled and heating water systems; coil fins, domestic water; building temperature and lighting controls; water treatment systems; wastewater collection and treatment systems.

EMR will also develop a maintenance strategy for the facilities and utilities systems being constructed. The strategy will incorporate an analysis of systems and equipment being designed and a mix of maintenance procedures to optimize the equipment reliability. EMR will integrate RCM into the design of facilities and equipment as well as equipment commissioning and maintenance programs. Specific criteria are to be developed based upon the requirements of the DOS Reliability Centered Maintenance Manual for each building and system used.
