EMR to Develop a Reliability Centered Maintenance Program for the
Military District of Washington (MDW)
EMR has been chosen by the Viron/Pepco
Services Partnership (VPSP) to develop a Facilities Maintenance Plan
based on reliability centered maintenance (RCM) principles for the
Military District of Washington (MDW).
The plan will focus on maintaining the
energy conservation measures that VPSP will install as part of their
energy savings performance contract (ESPC) with MDW, which consists
of Ft. Belvoir, Ft. A.P. Hill, Ft. Myer, Ft. McNair and Ft. Meade.
The plan will include the following
aspects of the RCM Program:
- Reliability and maintainability definition
specific to MDW
- Maintenance strategy that incorporates
preventive maintenance, condition monitoring, trouble/service call
response, emergency response, and a components replacement forecast
- Recommendations for a Computerized
Maintenance Management System (CMMS)
- Maintenance staffing plan
EMR is applying the same proven RCM
techniques it has used in over 100 facilities worldwide to develop
and implement the MDW RCM program. EMR's facilities maintenance approach
increases equipment availability through better reliability, while
controlling maintenance costs.
EMR is undertaking several additional
tasks to provide MDW with an RCM program based on existing best practices
that is life-cycle cost-effective and helps assure safety and quality,
including:
- Revising system and equipment procurement
specifications
- Modifying an existing commissioning
plan
- Developing a barcode system for tagging
and cataloging all installed equipment.
- Developing a maintenance task list
based on RCM analysis.
- Evaluating logistical and administrative
delay potentials at each Base.
- Developing a turnkey M&O support
agreement for MDW following the completion of the above.
"One of the most important, and
often overlooked, aspects of an ESPC project is maintenance,"
said EMR President Naresh Khosla. "This plan is designed to guarantee
that the savings from the installed ECMs are maintained for the life
of the equipment. This is particularly important given the scope and
magnitude of this ESPC." (The MDW ESPC is an 18-year, $200 million
contract.)
EMR worked with NASA for several years
to develop a similar RCM program, and recently won contracts to develop
RCM programs with the Department of State and Montgomery County, Maryland.
