EMR DEVELOPING A MAINTENANCE CONCEPT PLAN FOR NEW MONTGOMERY COUNTY,
MARYLAND DETENTION CENTER
EMR is applying its experience in reliability
centered maintenance (RCM) and prison facilities to develop a Maintenance
Concept Plan for the new Montgomery County Detention Center. This
center, due to be substantially completed by October 2001, will be
a state-of-the-art 305,000 square foot facility located on 30 acres
in Clarksburg, Maryland.
The Montgomery County Department of
Public Works and Transportation, recognizing the size and complexity
of the facility, requested the plan to ensure that installed systems
operate as intended, and are properly maintained to minimize life-cycle
costs. The plan being developed by EMR will address the following:
- Recommended Staffing Level - both
Montgomery County and contract personnel.
- Staffing Skill Mix - the skills required
by trade for Montgomery County and contract personnel.
- Maintenance Budget Benchmarking -
M&O costs for similar facilities will be obtained and modified
based on Montgomery County historical data to provide a comparison
and or validate the projected maintenance cost.
- System Review and Maintenance Task
Selection - A comparison of systems between the Montgomery County
Detention Center and up to three new detention centers in other
regions of the country. The types of maintenance tasks in use at
the other detention centers will be summarized and compared to maintenance
best practices for similar systems.
- Resultant Maintenance Budget - Based
on the above, a recommended maintenance budget for the years 2001
through 2004 will be prepared.

expertise to Montgomery County again, having performed RCM training
for their operations and maintenance staff just last year."
EMR worked with NASA for several years
to develop a similar RCM program, and recently won contracts to develop
RCM programs with the Department of State and the Military District
of Washington.
