EMR/Alliance Team Awarded GSA Blanket Purchase Agreement

GSA has set up the CPES BPA to help Federal agencies connect with contractors in an efficient manner to meet the needs of the American Recovery and Reinvestment Act of 2009 (ARRA) and Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance. Both of these initiatives are seen as highly important in the Federal sector. The ARRA alone has set aside $5.5 billion for the “greening” of new and existing buildings.

Under the CPES BPA, there are 12 separate Special Item Numbers (SINS) that allow the EMR/Alliance Team to contract a wide range of services:

  • Energy Management Services (Consolidated) (SIN CR 799A)
  • Energy Management Planning and Strategies (SIN 871-202)
  • Training on Energy Management (SIN 871-203)
  • Metering Services (SIN 871-204)
  • Energy Program Support Services (SIN 871-205)
  • Building Commissioning Services (SIN 871-206)
  • Energy Audit Services (SIN 871-207)
  • Resource Efficiency Management (SIN 871-208)
  • Innovations in Energy (SIN 871-209)
  • Water Conservation (SIN 871-210)
  • Ancillary Repairs and Alterations (SIN 003-97)
  • Other Direct Costs (SIN 871-1000)

The BPA offers Federal agencies comprehensive professional energy services support for Recovery and non-Recovery Act projects that comply with energy efficiency and green building requirements. These projects are envisioned to result in job creation, construction of new facilities, and transformation of Federal buildings into high-performance green buildings, while decreasing energy consumption (water, mechanical, electrical, and plumbing building components) and improving the condition of valuable aging assets. The total estimated value of all BPAs established in FY2010 is $500 million.


The CPES BPA is yet another convenient contracting and ordering vehicle Federal agencies can use to procure a wide array of energy and facilities management services from EMR. The company has held a GSA Federal Supply Schedule 03FAC contract for nearly 10 years, offering energy and utilities management, commissioning and retro-commissioning, facilities management, and other services through GSA Advantage.
