Performance contracting is all about

How EMR Does It

EMR Wins Energy Savings Performance Contract
for NASA Goddard Space Flight Center
EMR, a long-time provider of facility
maintenance management services to the National Aeronautics and Space
Administration, was recently selected to perform an energy savings
performance contract (ESPC) that will significantly reduce energy
use and increase operations and maintenance savings at NASA Goddard
Space Flight Center.
Following an extensive survey of the
buildings, EMR established a baseline measurement from which to make
system and equipment improvements. The company then recommended energy
conservation measures to upgrade the building's systems.
The energy consercation measures selected
for retrofit involve installing energy saving fluorescent lamps, replacing
existing ballasts with electronic ballasts, changing out incandescent
lamps with halogen or compact fluorescent lamps, installing occupancy
sensors to control lighting and replacing existing exit signs with
more efficient LED-type exit signs.
EMR Implements an Energy Savings Performance
Contract in Mexico City, Mexico
As part of the U.S. Department of State
(DOS) efforts to improve energy efficiency and reduce operations and
maintenance costs at its embassies worldwide, EMR, a Virginia-based
energy and engineering consulting firm, has implemented a number of
energy conservation measures at the U.S. Embassy in Mexico City.
Selected in 1997 to carry out DOS's
pilot energy savings performance contract (ESPC) for the embassy in
Mexico City, EMR has provided all labor, materials, equipment and
capital to meet the requirements of this agreement.
The energy conservation measures (ECMs) implemented include the installation
of high-efficiency fan motors in air handling units and the addition
of programmable timers to more precisely control these motors; the
optimization of cooling tower performance; the installation of chilled
water and condenser water reset controls; and the placement of energy-efficient
lamps, occupancy sensors and photocell lighting controls.
