Communications, Database Management, and Conference Support

The U.S. Department of Energy's Office of Policy asked EMR to provide writing, editing, and research; document design, layout, and production; graphic design and original illustration; on-site document tracking support; database design, development, and maintenance; conference planning and support; and correspondence preparation.

Under this contract, EMR edited and formatted major documents such as Sustainable Energy Strategy (National Energy Policy Plan), Estimating the Costs and Effects of Reformulated Gasoline, and Energy Conservation Trends.

EMR has also prepared briefing materials for the Secretary of Energy's international trips and provided organizational and logistical support for the Fourth, Fifth, and Sixth Annual DOE-National Association of Regulatory Utility Commissioners Natural Gas Conferences. For these conferences, EMR designed and produced three preconference mailings, helped staff the conference registration and information desk, and ensured that room setups and audiovisual needs were met.

Additionally, EMR transcribed, edited, designed, and produced the conference proceedings. EMR also designed (and maintains) a comprehensive database of energy-policy statements that is used to compose constituent correspondence.

We also managed a complex referral database for the National Electrical Contractors Association, called the NECA Connection, through a hotline service. Organizations seeking qualified electrical contractors to perform an array of electrical services were matched with all of the contractors that meet specified cost, geographical, and job criteria.

Hotline, Outreach, and Marketing Support

EMR provided marketing, technical, hotline, and administrative support for the U.S. Environmental Protection Agency's Green Lights, Energy Star, and Energy Star Small Business programs. Through the EMR-staffed toll-free hotlines for these programs, our communications specialists provided up-to-date information about cost-effective energy efficiency technologies and options for program participants, provided marketing support, and answered a wide variety of technical and program-related questions. EMR's communication specialists also wrote a variety of outreach materials, including case studies and articles for publication in trade magazines, and helped refine the EPA's overall marketing strategy. EMR also provided ongoing administrative support, such as processing new participants, logging and analyzing hotline calls, and helping to maintain an extensive program participant database.


Management, Information Analysis, and Outreach Support

The interagency U.S. Country Studies Program looked to EMR to perform an array of administrative and management support services. Our on-site staff tracked and documented all financial transactions for each participating agency, prepared reports on each project's financial status, identified future budget requirements and constraints, conducted budget analyses to determine potential inefficiencies, and administered electronic communications links on the Internet. EMR designed and produced a color poster highlighting the program's purpose and projects and regularly produces a newsletter for participants and program stakeholders.

Software Development

EMR developed a simple energy software tool for the National Energy Management Institute to be used by schools. The Energy Use Analysis software allows users to input basic information on a school and, based on a comparison with NEMI's normalized data, the program provides the user with a percent energy savings if basic upgrades are performed. EMR also wrote the accompanying guidebook on the computerized Energy Usage Analysis System for the U.S. General Services Administration, which is used for energy data management and reporting.

In a project for the EPA, EMR developed a software package called WaterManage 1 that allows commercial facility owners and managers to evaluate whether they should install on-site graywater or combined wastewater treatment and recycling systems by examining data on their buildings, assessing costs and financing, and calculating potential water savings.
